Notice of Industrial Action by Fórsa Members at Enable Ireland locations in Cork and Kerry

Enable Ireland issued the following statement in advance of planned industrial action in Cork and Kerry locations on Friday 23rd September 2022:

“Enable Ireland confirms that Fórsa trade union has served notice of industrial action on Enable Ireland services in Cork and Kerry to take place this coming Friday, 23rd September 2022.

Enable Ireland has been informed that pickets will be placed on its premises at the Lavanagh Centre, Curraheen, Cork and on Kerry Adult Services, Edward Street, Tralee between the hours of 9am and 5pm. The reason for this industrial action is part of a Fórsa campaign for pay parity for its members who do similar work to colleagues in HSE and other voluntary agencies.

For many years, Enable Ireland has advocated for pay parity for our staff and we fully support staff demands to align pay scales on an equitable basis with their colleagues in the HSE and other voluntary agencies.

Enable Ireland believes this is the only fair way to recruit and retain our valued employees who are essential to deliver the critical services to children and adults and their families which we are contracted by HSE to provide each year.

The cost of addressing this requested pay increase of 3% for our staff is circa €1.3million per annum. Funding this from Enable Ireland fundraising and commercial income is not feasible given that, for 2022, we are already operating at a budget deficit of €3.69million.

Enable Ireland relies on fundraising and commercial activities to bridge this funding gap. Given these financial circumstances, without additional funding from Government/HSE we are simply not in a position to fund the requested pay increase.

We have engaged with Fórsa to ensure that this action takes place with minimum disruption to all those who use our services. Enable Ireland employees who are not Fórsa members, and non-Enable Ireland employees working in Enable Ireland settings are not affected by this industrial action and will attend for work on Friday next.

To minimise the negative impact of industrial action on children, adults and families, we sought and have been granted a number of derogations by the Forsa Disputes Committee to ensure the continuation of essential services on the day.

These derogations will affect services as follows:

  • There will be no disruption to services in our respite and residential services in Lavanagh House, Ard na Mara and Harbour Lights. Our services will also continue as usual in our Mallow Hub and in our Ballincollig Hub.

The following disruption to services will take place:

  • A very small number of staff working in Children’s Disability Network Teams in the Lavanagh Centre Curraheen have been derogated to work on that day. Staff members who are not involved in the industrial action will attend for work. However, there will be considerable disruption to services there and scheduled appointments will be deferred to a later date.
  • Our adult services in East Gate Drive, Carrigaline Hub and Kerry Adult Services will be closed all day on Friday 23rd September. Local staff will be in contact with impacted adult service owners to inform them of these arrangements.
  • In West Kerry Children’s Services also, there will be some disruption to services and impacted families will be contacted by staff locally.

Enable Ireland very much regrets the negative impact on so many children, adults and families who use our services.

We sincerely apologise for this disruption and inconvenience to all those affected in our services."
